Carl was born on October 11th, 1941 in Scotch Grove, Iowa, the son of Irvin and Cecelia (Smith) Wacker. He graduated from Monticello High School in 1960. One of the biggest highlights, of his high school days was being a part of the Monticello Panthers basketball team helping them get to the State Championship. He joined the United States Navy, training in Pensacola, Florida as a photographer's mate. Here he picked up the nickname "Hoot" from friends, for his nocturnal night-owl behavior.Later, he was stationed in Japan where he spent time literally, hanging out of airplanes taking aerial photographs. He eventually landed in San Diego, California where he finished his tour, and met his first wife Nelida and started his family.

After leaving the Navy, he moved back to Monticlello, getting a job at Cuckler Building Systems. He then moved to Ames, Iowa to open his very own restaurant called Scotties Hamburgers, then eventually returned to California to work daily as a Pressman at the Lemoore Advance Newspaper, while at night running his own card room in the back of a local bar.Next, was a move down south to Orange County, running the presses for the Penny Saver Newspaper, where he began a 35 year-long tradition that came to be known as the Annual Wacker Invitational Golf Tournament. He enjoyed football, the Miami Dolphins and the Kansas City Chiefs and a good political debate.

In 1989, Janyce Waaler-Nelson, while performing at a restaurant, sang her way into his heart, culminating in their marriage on Aug 17th, 1991. He and Jan enjoyed entertaining friends and family in their home, gardening, golfing, spending time at the Indian casinos and their annual trips back to Iowa.

Carl kept his connections with his Iowan roots, family and childhood friends, the Ponder's, Hime's and Bohlken's among many others, all the way up until his passing.

Carl was a kind and loving man, a devoted brother, a loyal husband, a caring father, grandfather, great-grandfather, and a true friend. He will be greatly missed by all who knew and loved him.
