Roy was born in Centerville, Indiana along with his sister Marcia to Vernon & Emma Smoker.  He started kindergarten in Ohio and in 2 ^nd grade moved with his family to Milton, IN. As a junior in high school Roy entered an essay contest & won a trip to Washington D.C. He played the trumpet in the Centerville HS band & competed in solo music contests going on to state competition. He was a member of the National Honor Society. He participated in 4 H and showed black Angus cattle. His parents bought a farm outside of Centerville, IN where he lived until he went to Blackburn College in Carlinville, Illinois.

Roy graduated from Blackburn College & was on the tennis team there.  He went on to earn a M.A. degree from University of North Dakota and a Doctorate in Economics from University of Missouri, Columbia.  He married Linda Kensinger and they had 2 daughters Cheryl Salisbury and Debi Buckley.

Roy was an officer in the Air Force living in Virginia where he worked at the Pentagon, Texas, South Korea, California, Tennessee and Florida.  He worked his way up to Colonel and got to work on several interesting projects, including the Milstar Sattelite and the Titan IV projects.  He was Financial Director and Comptroller of several bases. When he retired after 30 years of service, he settled in Huntington Beach, California and went to work doing cost analysis at MCR.  He attended Mariners Church where he met JoAnn Bratcher and remarried.  They enjoyed travelling, wine tasting, and family.

Services will be held Sunday, October 30, 2022 at 11:30am at McCormick & Son Mortuary 25002 Moulton Pkwy, Laguna Woods, CA 92637 followed by a graveside ceremony at 2:00pm at Pacific View Memorial Park 3500 Pacific View Dr., Corona Del Mar, CA 92625 in the Veterans section.
